Job Description:

This position exists within the Environmental Program of the Indiana Army National Guard (INARNG) with a primary duty location at Camp Atterbury, Edinburgh, IN. This person reports to the Natural Resource Coordinator and directs a comprehensive program managing the biota of INARNG properties. This position serves as a senior level biologist who is expected to solve complex technical and regulatory problems and implement projects that directly impact the agency’s ability to maintain military training lands and ecosystem services.

 

ESSENTIAL DUTIES/RESPONSIBILITIES:

• Develop and or coordinate diverse and multi-faceted programs and projects.

• Coordinate with other State/Federal agencies for regulatory compliance and mutual assistance.

• Identify biological resource priorities based on input from INARNG personnel, strategic plans (e.g., State Wildlife Action Plan, Integrated Natural Resources Management Plan, Range Complex Master Plan, etc.), work plans, and the public.

• Coordinate research projects with State and Federal entities.

• Coordinate (develop, plan, and lead) various surveys and conduct status/trend analysis.

• Maintains relevant databases, evaluates information and prepares technical reports associated with permits and military training needs.

• Provide technical advice to military commanders and agency directors regarding impacts, associated biological resources and military operations.

• Develops, implements, and administers technical training for INARNG personnel to meet requirements of multiple regulatory programs.

• Develops, implements, and administers general environmental awareness training for personnel to meet requirements of Army Regulation 200-1.

• Develops and administers multiple management plans (e.g., game animal, non-game animal, Threatened & Endangered Species, etc.)

• Develops and implements field projects based on management plans and mission needs to include habitat projects in varying vegetative communities

• Develop, write, and oversee execution of professional services contracts.

• Participates in wildland and prescribed fire operations.

• Directly supervise at least one full-time field biologist and two seasonal field biologists.

• Coordinates on-site inspections with regulatory agencies and responds appropriately to regulatory inquiries. Acts as agency point-of-contact with associated regulatory agencies as needed.

• Participate in meetings that includes briefing military Commanders, senior leadership, supervisor and staff on regulatory compliance issues, solutions and program status updates.

• Assists Section Chief in the regulatory and administrative functions for the branch. Includes contract management, training management, permit management, budget execution and multi-media inspections. Participates in other environmental programs such as Integrated Pest Management, Cultural Resources and Natural Resources. Assists other environmental managers.

• Works closely with the Department of Public Works, maintenance managers, pesticide applicators, military training operations and other Environmental staff positions.

• Performs related duties as required.

Qualifications:

• Master degree in biology, geology, environmental science, environmental policy or closely related discipline is required.

• Minimum of five years professional experience in an environmental field (undergraduate research, graduate research, internship, or employment) desired. Advanced education or training can substitute for a maximum of two years of experience.

• Must possess strong technical and non-technical writing ability, including technical reports and interagency correspondence. Ability to communicate in a clear, concise manner, orally or written, with parties of diverse environmental expertise, particularly for purposes of meetings and negotiating sensitive issues.

• Must have strong knowledge of and experience with Geographic Information System (GIS) software (ESRI platforms)

• Ability to work with Global Positioning System (GPS) handheld devices

• Capable of traversing rough terrain or structures.

• Possess and maintain a valid Driver’s License.

• Possess and apply comprehensive knowledge of generally accepted scientific principles, theories and practices of game and non-game species management.

• Perform other duties as assigned.

 

Miscellaneous:

• Incumbent makes a major contribution to program areas as a technical expert.

• General goals and objectives are discussed with supervisor. Supervisor is advised of special problems at the incumbent's discretion to provide program continuity.

• Work is seldom reviewed upon completion for compliance with agency policy and objectives.

• Technical instruction is neither sought nor needed.

• Errors in judgment could go undetected and create embarrassment for the agency or could result in fines, damage resources, or disrupt military training.

• Incumbent is expected to be aware of and is responsible for the health, safety and well-being of subordinates and on-site co-workers.

• Incumbent is responsible for proper operation and maintenance of government owned property, such as vehicles, computer, watercraft, laboratory equipment, field equipment, and personal protection equipment.

 

DIFFICULTY OF WORK:

• Incumbent generally works independently and is required to formulate ideas, use initiative and creative thinking, develop alternatives, make decisions and recommendations for projects and programs based on complex regulations and laws, funding issues, and various interrelated factors.

• Interpretation and implementation of legislation and regulations may be extremely difficult.

• Work often involves working with groups having conflicting objectives on multi-faceted problems, requiring a high-level of decision-making, problem solving and diplomacy.

 

PERSONAL WORK RELATIONSHIPS:

The work relationships are broad in scope and include direct contacts with Commanders, directorate managers, supervisors, regulatory agencies, contractors and operating staff. The ability to maintain favorable relationships with Federal and State regulatory agencies and with Army or Department of Defense personnel is expected.

 

PHYSICAL EFFORT/WORKING CONDITIONS:

Work is performed both inside and outside. When outside, incumbent may work in seasonally inclement weather, work near hazardous conditions, and experience greater than usual physical exertion to hike across rugged terrain. Incumbent may be occasionally required to work irregular hours that extend beyond normal duty hours or weekend work as mission dictates.

 

WORKING CONDITIONS:

Majority of work is in an office environment, although, incumbent must frequently conduct on-site investigations and may be exposed to hazardous conditions. Incumbent may be exposed to

unexploded ordnance (UXO), wildland fire, and or noise hazards during the course of any work conducted on training lands.

Salary:
$2,047.00 bi-weekly; $53,222.00 annually
