This position provides GIS (Geospatial Information System) application development support to a portfolio of Ecological & Water Services (EWR) applications, especially the Watershed Health Assessment Framework (WHAF) application. These services include working with EWR staff to collect and analyze user requirements, design, develop, test, and deploy high quality web services and applications for internal and external use. Support includes documentation, analysis, and troubleshooting, with data management and stewardship duties.
Software Development – Design, develop, test, deploy, and maintain geospatial applications.
Analysis – Participate in the design, development, and deployment of spatial data and related web services to support applications.
Testing – Work with SMEs to develop and conduct user tests and focus groups to evaluate the effectiveness of applications to communicate and achieve business objectives.
Research – Research, investigate and prototype emerging geospatial information and social networking technologies to determine their relevance to assigned applications.
Maintain up-to-date knowledge of GIS technologies and database design and development.
Candidates must clearly demonstrate all of the following qualifications in their resume.
This position requires a minimum of three (3) years of experience providing GIS data management, analysis, development, and reporting in an enterprise environment.
A strong conceptual background of geospatial analysis techniques.
Four years of experience using ESRI desktop software suite of tools and extensions.
Thorough understanding of JSON, HTML5, CSS, and other web languages and data structures.
Experience using RESTful APIs (preferably ArcGIS REST API and Flask).
Experience using source code management and version control (preferably GitLab and/or GitHub).
Experience with application deployment on IIS.
Experience with responsive web design, UI/UX design and usability testing.
Demonstrated experience authoring and publishing spatial data services using ESRI ArcGIS Server and related products.
Experience building web applications that deliver information for natural resource or ecosystem management.
Knowledge and experience in natural resource management especially as it relates to ecosystem science and systems-level thinking and approaches.
Experience with GIS data used in natural resource fields. Knowledge and experience with user interface and user experience design for web applications.
Experience and aptitude for working within a team on a highly visible, evolving product.
Excellent digital cartographic skills, including web accessibility techniques.
Excellent verbal, written and presentation skills for communication and training.
A Master’s degree in Information Technology or a related field substitutes for three years of experience, OR related Bachelor’s degree substitutes for two years, OR related Associate’s substitutes for one year.
Practical experience with web frameworks (preferably Angular).
Practical experience with Python and other scripting and server-side automation tools.
Experience with SQL and PostgreSQL.
Experience creating RESTful APIs (preferably Flask or FastAPI).
Knowledge and ability to deploy accessible maps to the web leveraging Section 508 and WCAG 2.0.
Ability to administer complete web server stack including database, GIS, and web servers.
Experience with open-source GIS software tools such as MapServer, GDAL, Leaflet, and PostGIS.
Experience with SQL and PostgreSQL.
Knowledge of cartography and digital cartography standards.
Experience building web applications that deliver information for outdoor recreation-based activities, natural resource management, ecosystem science, and systems-level thinking and approaches methods and principles.
Experience in project management methods and principles to plan work, set goals, monitor, and evaluate accomplishments.
