The duties at the full performance level may include but are not limited to the following: Supervises, as a higher level supervisor, Fisheries Field Station operations/programs within a programmatic area; conducts mid-year and annual performance reviews of project leaders and works with them to develop new performance plans and career development plans; awards and promotes outstanding performance, evaluates and addresses disciplinary needs, and counsels on performance; approves the selection of subordinate positions and reviews and approves serious disciplinary actions; works to resolve grievances; works with other staff on major reorganizations, selection of Project Leaders, budget formulation, distribution of funds and other similar actions; schedules and conducts on site visits for the purpose of conducting evaluations of the effectiveness in Fisheries operations and the benefits to the resources and the public and, when necessary, initiates corrective actions required to enhance Fisheries management; develops budget initiatives and tracks funding levels, travel obligations, staff allocations and staff needs; provides compliance oversight, advice and assistance to Fisheries managers; coordinates and consults on scientific and technical matters associated with Fisheries management; mentors and guides the development and execution of a large number of creative partnerships, including multiple unique agreements and memorandums of understanding; assists teams with assignments, including budget and accomplishment reporting and revising team plans; acts as the liaison between the Field and the Regional Office; and serves as an integral member of work groups devoted to integrating geographic and programmatic activities.
Basic Qualification Requirements for the 0480 Job Series:
A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. You must submit copies of your college transcripts.
B. Combination of education and experience – courses equivalent to a major, or at least 30 semester hours in courses, as shown in A above, plus appropriate experience or additional education. You must submit copies of your college transcripts.
C. Four years of experience that demonstrated that you have acquired the knowledge and understanding of one or more of the biological sciences, agriculture, natural resource management, or related disciplines equivalent to that which would have been acquired through completion of a 4-year course of study as described in A above.
You must also possess the following to qualify at the GS-13 level: One year of specialized experience that is equivalent to at least the GS-12 grade level in Federal service. For example, experience directing, formulating, and implementing natural resource policy, developing short and long-range plans for a natural resources conservation program, and developing standards and procedures for a regional or national natural resources program; directing staff functions and supervising staff work on programmatic natural resources issues, and advising management concerning controversial and complex natural resource issues.
You must possess the following in order to qualify at the GS-14 level: One year of specialized experience that is equivalent to at least the GS-13 level in the Federal service. For example, experience directing, formulating, and implementing natural resource policy, developing short and long-range plans for a natural resources conservation program, and developing standards and procedures for a regional or national natural resources program; directing staff functions and supervising staff work on programmatic natural resources issues, and advising management concerning controversial and complex natural resource issues.

If you are selected and you have not previously served as a federal supervisor/manager, you will be required to serve a one-year supervisor/manager probation period.
Full performance level of this position is GS-14. If selection is made below the full performance level, incumbent may be subsequently promoted to the full performance level without further competition after all legal and regulatory requirements are met; i.e., satisfactory performance and time-in-grade; however, promotion is neither automatic nor guaranteed.
This position's designation has been identified as Moderate Risk. Accordingly, the selectee may be required to undergo a Minimum Background Investigation.
The selectee will be required to file an OGE-450, Executive Branch Confidential Financial Disclosure Report, and a DI-1993, Supplement to the OGE-450, upon selection and annually thereafter.
